FAQ / QUESTIONS AND ANSWERS

1. Who issues the CERTICS certificate?
Certificates are issued at the Ministry of Science, Technology and Innovation (MCTI), by the Secretary of I.T. Policy (SEPIN). The certification process consists basically of three steps:
– Registration of organization and the software to be assessed in Platform CERTICSys – Evaluation of software held by facti / CTI – Issuance of the certificate, which is conducted by SEPIN

2. Can companies only responsible for selling software obtain certification?
No. The accreditation is aimed at companies that develop software. Companies only selling the software are not eligible for certification.

3. Can microenterprises participate? What are the advantages of certification for a microenterprise?
Yes. Although there is a supplementary law already giving preference to micro-enterprises, the main advantage is to further increase business opportunities (through preference margin purchases and other possible mechanisms), and contribute to consolidating and promoting the company image in the market.

4. Is CERTICS certification obligatory?
No, certification is voluntary.

5.  What happens if a company does not have CERTICS certification?
The company will not be able to enjoy the benefits of a preference margin when bidding for tender, due to not having the officially government recognized certification as proof that their technological development and innovation has occurred here in Brazil.

6. What is the benefit of having a software program CERTICS certified?
Among the benefits of a credible certification attesting to domestic technological development and innovation, the highlight is preference given to certified software in bidding for tender. Furthermore, the certificate is also a way to legitimately communicate to the market, the existence of the technological practices and skills related to the softwares.

7. Can I use only the evaluation service, regardless of certification?
Yes.  The evaluation service is available independently and does come with a report of the assessment, which in turn does state whether the software could gain CERTICS certification.  In cases where software is not passed fit for certification, this can be useful for companies to seek guidance in prioritizing improvements in the processes of technological development and innovation in its software.

8. Is it possible to certify software services?
No. CERTICS focuses on the evaluation and certification of software. Services arising a certificate software may benefit by margin preferably government procurement provided they certifying such services are associated software or Family certificate software. In Annex I of Decree 8186/14 of 17 January 2014 are set percentages to be applied to the preference margin and the types of services considered..

9. What happens if a software program is evaluated and is not awarded CERTICS certification?
The company may request a reassessment four months after completion of the unsuccessful process.

10. What are the requirements for an organization to submit a software programme for certification?
The main requirements are that the organization is a software developer and that it is legally operating in Brazil.

11. What are the requirements in order for software to succeed in the evaluation process?
For each piece of software the organization wants to certify, it must demonstrate with evidence, compliance with the “Expected Results” according to what is defined in the CERTICS Methodology.

12. How long does it take to obtain certification for each piece of software?
The average timeframe forecast for the completion of evaluation is 30 days.  This time may vary in accordance with availability and the organization’s preparation of evidence for the evaluation visit. Being adopted in the evaluation, the deadline for issuance of the certificate in SEPIN depends on the progress in SEPIN, but it is estimated to be less than 30 days, as it is partially automated and can be sent electronically via the Platform CERTICSys.
13. When does certification begin?
Since September 19 2013.

14. How many companies have been certified?
Go to Certified.

15.  For how long does CERTICS remain valid?
Each certificate issued remains valid for 24 months.

16. How do you know if software has been certified or if the certification is valid?
The certification of software is published in the official journal (DOU), by the Ministry of Science, Technology and Innovation (MCTI), through its secretary for I.T. Policy (SEPIN).

17. What is the price of certification?
Certification consists of two processes: Evaluation Process, which is contracted as a service, and the Certification Process, in which the requesting organization submits the positive result from the evaluation of a piece of software to SEPIN/MCTI to issue the CERTICS certificate. The issuing of accreditation by SEPIN/MCTI carries no cost. The price of the service will be reviewed in accordance with the annual revenue of the organization requesting the software evaluation.

22. Are there institutions which provide the service of CERTICS implementation?
There are no institutions formally providing services of implementation or preparation of software for CERTICS Evaluation.  The CEERTICS evaluation process already offers a stage where an estimate is provided to indicate whether a software program will be successful in achieving certification (the Exploration phase) and another stage (Preparation), which serves to support parties interested in CERTICS in the gathering of relevant information required for the implementation of software evaluation.

23. Are there institutions that are bound to the CERTICS network that provide evaluation services?
Note that if any institution whether linked to the CERTICS network or not, provides implementation services to interested parties, all responsibility for those services will lie exclusively with the service provider, without any type of relationship between that institution and the CERTICS network.
