EVALUATION METHODOLOGY
 
Inclusive, quick and accessible. CERTICS Evaluation Methodology is focused on analysing a set of evidence related to four core areas of expertise: Technology Development, Technology Management, Business Management and Ongoing Improvement.
 
INCLUSIVE:  Built for the needs of all different sizes of organizations and types of businesses, whatever the market niche.  QUICK: Part of the certification process is completed by remote (online) and part on-site in order to optimize the analysis timeframe.  Furthermore, there is a nationwide network of accredited appraisers.  ACCESSIBLE: A low-cost simple process based on evidence analysis.
 
 
THE FOUR CORE AREAS OF EXPERTISE AND THEIR EXPECTED RESULTS:
 
TECHNOLOGICAL DEVELOPMENT: Refers to mastery of the set of technologies used for the design, maintenance and development of the given software. This knowledge expertise must be focused on software architecture, the platform used for its construction and its execution platform. Expected Results: Architecture; Requirements; Compatible phases and disciplines; Roles and persons, Relevant technology data; Support and Evolution.
 
TECHNOLOGY MANAGEMENT: Involves the establishment of actions intended to conduct research and development of new technologies, technology absorption and/or the acquisition of existing software to be incorporated within software, taking into account autonomy and technological innovation as relevant factors. Expected Results: Using R&D results; Settlement of relevant technologies; Technological innovations; Operative capacity.
 
BUSINESS MANAGEMENT: Refers to the management of actions aimed at promoting and enhancing knowledge-based businesses, starting with software. Comprising efforts related to monitoring the organization’s business strategy trends, actions in anticipation and fulfilment of software customer’s needs and initiatives for the development of software-related business. Expected Results: Monitoring the market; Anticipating and meeting customer’s needs; Business evolution.
 
ONGOING IMPROVEMENT: Covers a coherent set of activities together to support and seamlessly fulfil the potential of the other areas of competence within the Reference Model, aimed at continuous improvement of the software. This area of competence involves software-related activities, geared towards the administration, training and motivation of human resources, as well as for the dissemination of technological aspects and the achievement of improvements in technological processes and related activities. Expected Results: Qualified professionals; Dissemination of knowledge; Improvement in processes.

RESPONSIBLE PARTIES
 
This methodology was developed by CTI – The Renato Archer I.T. Center, together with SEPIN / MCTI – The Secretary for I.T. Policy of the Ministry of Science, Technology and Innovation in the PoliTIC – Laboratory of I.T. Policies for TICs
 
PoliTIC technical team is made up of software engineers, economists, software process improvement experts and legal consultants, among others.
 
The development of CERTICS comprised the active participation of over 150 experts who worked collaboratively on this creation, including government representatives, the private sector, professional associations, science and technology institutes and academia.
